Since its founding in 2015, the goal of Partners in Governance has been to explore important current events in the context of American Federalism and to address the challenges facing all levels of government in today’s political, social, and technological environment.
Our Partners bring a wide array of expertise to this discussion and include: the Missouri Municipal League, the Institute of Public Policy at the University of Missouri, the Missouri Association of Counties, the Missouri School Boards' Association and FOCUS-St. Louis.
This year our Partners will examine the roles, duties, and best practices facing governmental and public employees in the modern political climate some are referring to as the “Post-Truth Era.” How do government employees and elected officials best navigate and implement their duties in a political culture in which debate is increasingly framed around appeals to emotion rather than connections to detailed policy? When talking points garner more support than factual rebuttals, how do we have honest debate on the issues?
Though some circumvention of the truth has always been a political reality, it seems to have gained more prominence and even acceptance in our modern internet and technological era. How should we balance all the social media messaging, differing views and perspectives and limited budgets in this Post-Truth Era? Our Partners hope to offer some insight into these fascinating times in which we find ourselves. Please join us for the discussion!

Citizens increasingly are becoming more comfortable using online tools for nearly every aspect of their lives, including government. More and more people expect government offices and agencies to be available to them online in more ways than just a website. How and should government offices use social media? What are the benefits and the drawbacks? Is there a balance in what needs to be shared and how it is shared?

With changing demographics and increased interactions among people from different backgrounds, how can we have a more effective and civil dialog with each other? 1:30 Balancing a Budget – “Is it Possible to Have Your Cake and Eat it too?”

How does one balance a budget at the local level when one is pulled in so many directions? Discerning between the wants and needs of the citizens can be difficult. When reviewing budgets, local leaders often need to look at what is realistic, practical and, in some cases, even required by law. There is also the issue of short-term versus long-term investments in the community. Elected leaders must discern the needs of the many versus the needs(wants?) of the few. This session will focus on ideas to consider when looking at how to spend, save or invest funding at the local level and how to balance decision making that balances both matters of the head and the heart.
