While working as a police officer in Jefferson City, Patrick earned his Master’s Degree in Public Administration from the University of Missouri, Columbia. His duties include managing the Association’s Loss Control Program, grant program, seminars, conferences, and markets to prospective members. Patrick’s current certifications include the National Parks and Recreation Association Aquatic Facility Operator (AFO) and Certified Playground Safety Inspector (CPSI). Patrick has been a certified peace officer through the Missouri Department of Public Safety since 1998. Patrick is also a Certified Safety Consultant through the Missouri Department of Labor and a Mo-LTAP Road Scholar Level I graduate as well as a level II Flir thermographer. Before joining MIRMA, Patrick has served as assistant city administrator in Fulton and as a lobbyist for the Missouri Municipal League. Patrick spent two weeks working in the private sector in high school and quickly realized that public service is the place to be and has been there ever since. Patrick currently serves as school board president and as vice chair of the USS Jefferson City Submarine Commission.

Elliott also works to train downtown property owners within client communities. He has recruited retail across the West Coast and has deep connections throughout the United States. Part of his director of real estate role, Elliott teaches community leaders how to "speak retail" to retailers, brokers, and developers through the Retail Academy program. Prior to working for the Downtown Strategies team, Elliott specialized in retail recruitment working to further retail and restaurant development in partner communities in Alabama, Georgia, and South Carolina. His past work experience also includes property management for Retail Specialists in Birmingham, Alabama and at Vornado/Charles E. Smith Realty Trust in the Washington, D.C. area. He served as an aide to United States Representative Spencer Bachus in his legislative office on Capitol Hill. Elliott holds a bachelor's degree in history from Auburn University and sits on the board for the Urban Land Institute (ULI) Alabama Chapter. John currently serves on the Buchanan County Tourism Board and was a former member of the TIF commission.
