Each year, nearly 700 municipal officials and staff gather for the MML Annual Conference to hear expert presentations on the most pressing topics affecting Missouri cities. Meet with more than 130 vendors in the exhibit hall to learn about the latest products and services to help you succeed, add your voice at the annual business meeting and network with local officials across the state. This program provides $500 college scholarships to be issued on a statewide basis. The money raised at the golf outing goes to fund the scholarship program. Separate registration required. Review the various ethical conflict of interest and prohibitions within the Missouri revised statutes. This would include discussion of the appearance of impropriety and how that concept is different from a true conflict of interest. Also, discuss the law of nepotism and incompatible offices.  Throughout the presentation speaker will pose questions/hypotheticals with answer and discussion to go over the law that we discussed and put the same into practice.  Finally, if there is time, discuss the ethical requirements of a City Attorney to the governing body and City.

“THIRD PLACES” are the heart of a community’s social vitality and the foundation of a functioning democracy.  - “Celebrating the Third Place” by Ray Oldenburg In community building, the third place is the social surroundings separate from the two usual social environments of home ("first place") and the workplace ("second place"). In his influential book The Great Good Place (1989), Ray Oldenburg argues that third places are important for civil society, democracy, civic engagement, and establishing feelings of a sense of place.  Third places, then, are "anchors" of community life and facilitate and foster broader, more creative interaction.  Of the 11 signs that a city will succeed, there is one surprising marker, and perhaps it is even the most reliable one.  Successful cities have craft breweries.  A town that has craft breweries also has a certain kind of entrepreneur, and a critical mass of mainly young customers.  You may think we are joking, but just try to find an exception.  Join us as we share craft brewery designs and learn the thought processes behind some of the most successful “third places” in Missouri cities. Attendees will have an opportunity to sample offerings from St. Louis craft breweries.

As incidents of workplace violence and Active Shooter threats continue in our society, the need for training continues as well. This 90 minute session will cover the Run, Hide, Fight methodology for preparing for, responding to, and surviving an Active Violent Threat. We will unlock why we react the way we do under extreme stress and emergency situations. The presenter uses information pulled from real life incidents of past tragic events, studies in human behavior, as well as professional experiences in law enforcement to prepare you for the unthinkable. This session is meant to leave you with the tools to help you, your family, and your coworkers survive any emergency.

Join us for a guided tour that will last approximately one hour. Tours are conducted over concrete pathways through the Cave’s refreshing 60 degree environment. Park interpreters will lead you through room after room of incredible mineral deposits. Giant columns, delicate soda straws and massive draperies abound throughout the cave. Millions of years of struggle between water and rock have created this cavern with more onyx formations than any other known cave or cavern. A tour through Bridal Cave is an adventure you will never forget. Along with the cave, dinner will be served at the Thunder Mountain Park Event Center, which is located on one of the highest points of Camden County with a million dollar view of the Lake of the Ozarks and surrounding Ozark Mountains. Limited to 100. Tour, dinner and transportation included in the cost.

The Bipartisan Infrastructure Law (BIL) has greatly increased the number of and funding of discretionary grant programs. The INFRA and RAISE grant programs are back with increased funding, but new grant programs include ones targeted at bridges, EV infrastructure, freight, rural infrastructure, transit, system resilience, and bicycle/pedestrian programs. States, MPOs, cities and counties need to be strategic in the grants they apply for and ensure they are addressing the requirements identified. Many of the grant programs are narrowly focused and pre- NOFO (Notice of Funding Opportunity) planning and action can greatly increase an applicant's chances of success. This presentation with discuss the various grant programs available, funding amounts, who is eligible to apply and the types of projects applicable. Strategies to increase an applicant's chances of success will also be presented.

The City of Brentwood launched their sustainability initiative in 2020.  Hear from an elected official and staff about the City's goal to meet the current environmental, social and economic needs of the community without compromising the ability of future generations to meet their needs.   With increasing research the City of Springfield found that trees are a valuable part of a community and the Urban Forest is expected to be preserved and replanted going into the future. Beginning in 2010, the Springfield MO Urban Forestry department has focused on establishing a simple, effective way to rebuild its urban forest. These strategies have placed Springfield's urban forest, and their community, in a strong position that is getting better every day.

The EPA’s new Lead & Copper Rule is coming, are you ready?  The Missouri Department of Natural Resources will explain what communities need to do to comply with the new rules, and the City of Columbia and Missouri American Water will share their plans and best practices for tackling the new requirements, including working with property owners and community stakeholders to identify and replace lead service lines.

This last two years has been challenging for municipalities. A silver lining may be Federal and State incentives for constructing infrastructure improvement projects.  Building now can be a catalyst for your locality.  Historically low interest rates; grants for smaller cities; and hungry construction companies coupled with newly approved design-build regulations enable municipal water and wastewater utilities to construct projects. Coupling the State’s existing programs with State Revolving Loan Funds; Infrastructure Investment and Jobs Act (the Bipartisan Infrastructure Bill); and American Rescue Plan Act (ARPA) funds can make the difference.  Financing is often the stumbling block for municipal project construction.  Join us as we show outline existing & future funding strategies for your municipality.
